From the Brady Room he said the Russia sanctions package was “not designed” to disrupt the current flow of energy — an energy carveout, on the record. Obama Treasury kept him as Acting Assistant Secretary for Financial Markets. He came back for a second Biden tour, explained in January 2025 why oil sanctions came at the end, then returned to PGIM as Vice Chair. On February 24, 2022, Deputy National Security Advisor for International Economics and Deputy NEC Director Daleep Singh briefed with Press Secretary Jen Psaki. The American Presidency Project hosts the official transcript (5:35 P.M. EST). After describing financial sanctions on Sberbank and VTB and export restrictions, he said the package had been “intentionally scoped” to deliver “severe impact on the Russian economy while minimizing the cost to the U.S., as well as our Allies and partners.” Then: “To be clear: Our sanctions are not designed to cause any disruption to the current flow of energy from Russia to the world. We’ve carved out energy payments on a time-bound basis to allow for an orderly transition of these flows away from sanctioned institutions, and we’ve provided other licenses to provide for an orderly winddown of business.” Asked whether targeting the Russian energy industry was “totally off the table,” he answered: “What I’m saying is that our measures were not designed to disrupt in any way the current flow of energy from Russia to the world,” adding that technology cutoffs aimed at long-term productive capacity, “but nothing — nothing in the short term, as it relates to energy.” On energy’s weight: Russia has “systemic importance in the global economy” as a top gas and crude producer. The New York Fed’s December 12, 2019 Markets Group appointment release states that Singh “worked at the U.S. Department of the Treasury from 2011 to 2017, serving as Acting Assistant Secretary for Financial Markets and Deputy Assistant Secretary for International Affairs, helping to shape the Department’s crisis response to Ukraine, Russia, Greece, and Puerto Rico,” and that he “directed the Treasury’s Markets Room.” The February 5, 2021 resignation release repeats the same Acting / DAS titles. On January 10, 2025, the American Presidency Project published a written “Statement by Deputy National Security Advisor for International Economics and Deputy Director of the National Economic Council Daleep Singh on Today’s Sanctions Actions.” He wrote that the United States had “imposed the most significant sanctions yet on Russia’s energy sector,” and answered why oil waited: “for sanctions to be successful, they must be sustainable,” citing earlier tight global energy markets.
